That
policy decision must have defined “conducive atmosphere for election”.

opinions, advices, press releases, circulars, orders, logbooks, contracts,
reports, papers, samples, models, data material held in any electronic form and
information relating to any private body which can be accessed by a public
authority under any other law for the time being in force;
Above act defines that in
absence of students union elections in last five years, there must have been
some sort of correspondence between DSW and higher authorities for not conducting
election?
It also means that
decision to not hold election must have been in formal and written way which
must have been conveyed to concerned authorities.

tried to hide correspondence and documents related with decision of students
union in Jamia.
