Sir,
This with reference to your notice, I wish to offer my unconditional apology which I have already made through media and in my blog clarifying my position towards this esteemed university and which is also my mathar-e-ilimi. First of all I withdraw my statement made on NDTV on 18 January with regard to 10 Lakh rupees which was given by a political leader. Since last some weeks, there is an unwanted misunderstanding because of my social and media activities, I wish to use this opportunity to explain my real motives and reasons which are never directed by any kind of negative feelings for this great institution. My statement during discussion at NDTV was never motivated by any malice or enmity for this reputed institute, rather I am part of this university and its fame or shame. My statement was also not directed to any individual of Jamia.
My statement was in response of Mr. Shahid Siddiqi of Samajwadi Party who accused me of supporting Congress Party and said that Congress is playing politics on the issue. I responded that your party was also part of politics and has donated 10 lakh rupees to Jamia. With my statement, I was not thinking that the discussion will be immediately stopped on the issue I raised. I was saying this in sequence of another sentence that “Jamia isbat ka jawab apni RTI me nahi de rahi hai”.
Let me confess the fact that I am not aware who was actually donated the money, either Jamia of Jamia Old Boys Association and even media reports were confusing. Out of this confusion, I had also filed an RTI to know who holds that money and how is that spent.
With regard to my activities, I had sought appointment of Mr. Vice Chancellor many times to clarify what I am really doing and to seek his suggestions and guidance as well however I was never given a chance to meet the VC sahab. First time after the NDTV, VC has clarified in a press statement that Jamia has nothing to do with the donation and I was convinced with his statement which I was looking for many months.
Anchor of NDTV program had immediately stopped the discussion on the issue and stated that my argument will not be subscribed at all because Jamia representative is not present. With this end statement, the issue of Jamia remained closed with his clear rejection of the statement. The confusion was also because of status of JOBA which I thought is part of Jamia which officially is not.
With this clarification about my real motives behind the statement, it is understandable that I never intended to defame Jamia at all and I once again offer my unconditional apology and withdraw my statement. I also promise that in future my activities will only to support this great institution towards achieving its noble goals for which its official are striving. I also wish to withdraw my all RTI Application filed in this regard to PIO, Jamia Millia Islamia. 
I shall be grateful for you if you accept my statement of apology. I seek your guidance and support to make my efforts really useful and purposeful.

4.The grounds for complaint :
Respected Sir,
I wish to bring to your kind notice that I am continuously harassed by Jamia Millia Islamia for filing Right to information applications.
Very recently, On 23 January I went to Jamia Millia Islamia to submit RTI applications. First I was stopped at gate by the guards. Only after exchange of arguments I was allowed to visit office of Public Information Officer. But the PIO staff not only refused my RTI applications but also spoke to me in very bad terms.
Sir, this is not the only instance of harassment by JMI authorities. Most of my RTI's are replied in very vague terms. In one reply to me JMI has stated that information cannot be given as it can be used to blackmail the institution.
Sir, with all my good faith and my strong belief in the almighty, I hereby state that my one and only intention to file RTI's to JMI is to expose the corruption prevalent in the institution.
Sir, I strongly believe that you will look into the matter and will direct JMI authorities to accept my applications and give reply in appropriate manner as per the rules set be Right to Information Act.
5.Prayers:
a)     ENQUIRY: Sir, exercising powers of Civil Court vested in you under section 18, please enquire into this Complaint.

b)    PENALTY: Sir, please impose penalty as per Section 20 as the PIO, “without any reasonable cause, refused to receive an application for information or has not furnished information within the time specified under section of RTI Act-2005 ”.

c)     DISCIPLINARY ACTION: Sir, please recommend disciplinary action against PIO as per Section 20(2), who has, without reasonable cause and persistently” denied my request for information.

d)    The CPIO be penalized and strict disciplinary action be taken against him under services conduct Rules and Discipline and Appeal rules 1968 and 1969.

Please refer to the declaration of assets in Public Interest by the Hon’ble Judges of the various courts, Ministers of the various Government, Honest and upright Civil Servants, Shri Shailesh Gandhi, Central Information Commissoner, etc.

Please also refer to the fact that the principle of accountability in governance as a means for better management is now university accepted.

Under Section 6(1) read with Section 7(1) of the RTI may be provided with the details of all the assets of the present Vice Chancellor, Jamia Millia Islamia (Mr. Najeeb Hamid Jung), on assuming the office of the Vice Chancellor and as on date.

RTI Application regarding Sexual Harassment in Campus...

Sir,

Please refer to the Supreme Court Decision in the case of Vishaka & Others vs State of Rajasthan & Others AIR1997SC3011 wherein it is required that all Public Places/ Institution/ authorities shall constitute Committees to look into the complaints of sexual harassment.
Please refer to the UGC directives in this regard. Under section 6(1) read with section 7(1) I may be informed on the following:
1. The date on which the first Committee  was constituted together with the name of its members specially the member from an NGO with the Registration No. of NGO by the Jamia Millia Islamia to look into the complaints into the sexual harassments.
2. The dates of any subsequent changes in the said committee together with facts and reasons for the same.
3. The number of Complaints of Sexual Harassment received till date together with the Name and Designations of the persons against whom the complaints were filed and the decision taken on each. Furnish the certified copies of the files notings, Orders by the Committee on the said Complaints, and other papers related to the entire proceedings regarding such complaints.
4. The reasons for not taking decisions on complaints filed against sexual harassment.
5. The Procedure for filing Complaints together with the procedure to be followed by the said Committee and its subsequent follow up action.
6. The number of cases on which follow up actions are taken together with names and designation of the persons against whom the follow up to take place.
7. The Discipline Authority in each of the case where follow up actions was required together with Statutory provisions for the same and the reasons for not placing the matter before the concerned Discipline Authority and circumventing the procedure.
8.  The Name of the Officer/ Authority which initially constituted the said Committee and subsequently changed the same.
9. The facts and reasons for placing the Proctor and the Registrar (Both Males) on the said Committee.
10. Facts and Reasons for not following the Supreme Court's order in letter and spirit.
